The establishment of the Namibian Correctional Service comprises of the following:

  • One (1) Commissioner-General, Head of the Department: Namibian Correctional Service
  • Three (3) Deputy Commissioner-Generals, Heads of Sub-Departments
  • Fifteen (15) Commissioners, Heads of Directorates
  • Two (2) Commissioners, Regional Commanders
  • Fourteen (14) Heads of Institutions, 13 Officers and Charge of Correctional Facilities and 1 Commandant of the Training College.
  • General staff comprising of the civilian and uniform component


The Namibian Correctional Service is headed by the Commissioner-General of the Correctional Service. The Commissioner- General is the most senior civil servant in the Namibian Correctional Service. He/she is appointed by the President. In order to support the Minister as policy maker, the Commissioner-General:


  • Develops policies and strategies for the efficient management and administration of the Correctional Service.
  • Initiates policy and  advice in response to the changing environment for the consideration of the Minister or Government; and
  • Offers advice to the Minister on Government legislation in development.


Heads of Sub-Departments are accountable to the Commissioner-General. Their main role as Heads of Sub-Departments is to support the Commissioner-General, by providing focused leadership and supervision over the Directorates under them. They together have a collective responsibility of leading the Department’s correctional operations, corporate or support services and the rehabilitation and reintegration of offenders. 


Heads of Directorates, as part of Senior Management Committee of the Namibian Correctional Service are responsible for establishing and maintaining a sound system of policy development and strategic planning within their Directorates and identifying and managing the key objectives within their responsibilities and summarising these in the form of Directorate Annual Plans. Heads of Directorates are also responsible for monitoring and reporting to the Senior Management Committee on key objectives and progress in their area and notifying the Senior Management Committee when there is a significant change to the Directorate plan implementation process.


Regional Commanders are responsible for ensuring efficient administration of correctional facilities within their regions of responsibility on behalf of Commissioner-General by amongst others, keeping the Commissioner-General informed about the state of correctional facilities in their regions. Regional Commanders also serve as the liaison between correctional facilities and the Headquarters and are responsible for conducting frequent administrative audits of correctional institutions and supervising Officers in Charge in their regions. They also responsible for formulating standing orders on diverse issues affecting correctional institutions in their regions.

Officers in Charge are responsible for the management of the correctional facility of which he or she is the Officer in Charge. Some of the specific functions of the Officer in Charge include to develop and maintain a regime which endeavours to ensure the maintenance of good order and safe and secure custody and personal well-being of offenders and staff. The Officers in Charge are responsible to ensure that policies and rules are applied fairly, impartially and without discrimination and that all persons to whom these policies and rules apply are made aware of them and of the consequences of any breach thereof. Officers in Charge are also responsible for co-ordinating the delivery of all services to offenders and ensure, in so far as is practicable, the preparation and implementation of offender rehabilitation programmes for their reintegration into society. Officers in Charge work to ensure that the persons engaged in the delivery of such programmes and the preparation and implementation thereof co-operate with one another in such delivery, preparation and implementation.

All staff, irrespective of position or grade, in the context of their individual roles and responsibilities, have a duty and an important role to play in collectively committing to the core mandate of safe custody, rehabilitation and reintegration of offenders and the good governance of the Service through adherence to requirements of its legislative framework in the performance of their duties. All correctional officers are made aware as part of their training, their obligations including requirements in relation to official secrecy, data protection, dignity at work, human rights, discipline and service excellence.
